Da Vinci Submits Comments on Interop 3 Proposed Rule & the Attachments NPRM

Last December, the Centers for Medicaid & Medicare Services (CMS) issued two notices of proposed rulemaking (NPRM) that will greatly influence how FHIR advances.

Da Vinci officially commented March 13 on one the rules, the Advancing Interoperability and Improving Prior Authorization Processes, or “Interop 3,” and submitted comments last week to the other rule, the Attachments NPRM, due on March 20. This rule is a set of HIPAA attachment standards and related definitions for electronic exchange of clinical administrative data to support both prior authorizations and claims adjudication, according to Alix Goss, moderator for the HL7 Da Vinci Project Community Roundtable and HL7 Da Vinci Project PMO, as well as vice president and senior consultant with Imprado.

Da Vinci is not in favor of finalizing the proposed regulations, Goss said. A final rule would require investments across the country that essentially will hardwire the approach making further evolution that much harder and burdensome, and redirecting the industry’s focus, taxing resources.

“Industry payers, providers, clearing houses, vendors, patients and more have to make choices at each step of the interoperability journey, and finalizing these regulations brings complications to the choices already made, and those to come,” Goss said. “We all know that the reality that technology moves faster than policy advancements and we're still working out how to work with this reality.”

Goss advises those who want a deeper dive into these rules to review the January 25 Community Roundtable, where the CMS Office of Burden Reduction and the National Standards group delivered an extensive overview.

Learn about the rules, how innovators are reaping the benefits of HL7 FHIR APIs and the value of automation at this month’s  Da Vinci Project Community Roundtable

In this month’s Community Roundtable, the HL7 Da Vinci Project is exploring healthcare interoperability with a full line-up of speakers. The virtual roundtable, titled, “Advancing Interoperability via FHIR APIs: An Industry Discussion on Progress, Proposed Rules and the Value of Automation,will be held Wednesday, Feb. 22, from 4:00 - 5:30 PM EST.

The session will break down the latest federal proposed rules impacting interoperability, the Prior Authorization and Attachments Rules, published last December. Continuing where the January Roundtable left off, Da Vinci guest speakers will address the complex rules and explain their significance in moving forward with FHIR APIs to seamlessly exchange information between payers and providers. CMS is awaiting March comments on the rule, and this roundtable will be a good prep for those who are preparing to comment on this landmark regulation impacting interoperability and seeking to invest in FHIR.

January FHIR Connectathon Touted a Success: Register Now for May

Da Vinci is creating the foundation to solve large scale industry problems.

The HL7 January FHIR Connectathon  was a success, with all examples from the implementation guides (IGs) tested, including over 20 test cases.

The HL7 Da Vinci Project, through its efforts that include Connectathons, “continues to focus on solving real-world data exchange challenges between payers and providers,” said Vanessa Candelora, Da Vinci’s project manager and senior consultant with Point-of-Care Partners, at the Jan. 26 Da Vinci Community Roundtable. “Da Vinci is creating the foundation to solve large scale industry problems, including, risk and quality data sharing and workflow; unlocking data or freeing data needed for patient costs; and reducing provider burden.”

Candelora called HL7 Connectathons, “a fundamentally human-powered endeavor,” praising Da Vinci as “a really great community,” with a multi-stakeholder membership that includes providers, payers, vendors, industry partners and EHRs. “We continue to grow and learn from each other in this party of the willing.”

Candelora added that founders of Da Vinci are pleased with the amount of work the group has accomplished in such a short time. “They really couldn't have envisioned the impact and the progress that this project has made,” she said.

HL7 Da Vinci Project October Community Roundtable to Highlight Clinical Data Exchange

The Da Vinci Project’s October Community Roundtable, to be held Oct. 27 from 4:00 – 5:30 p.m. EDT, will feature Clinical Data Exchange (CDex)

This “Swiss army knife” of implementation guides (IGs) is responsible for identifying, documenting and constraining specific patterns of exchange so that providers and payers can reliably share patient information and coordinate care.

The scope of the CDex encompasses defining combinations of exchange methods with specific payloads, search criteria, conformance, provenance, and other relevant requirements, to support specific exchanges of clinical information between providers and and/or payers. CDex is also responsible for aiding in risk adjustment and quality reporting--and it helps payers to identify whether a requested service is necessary and appropriate.

The roundtable, titled, “Harnessing Clinical Data Exchange (CDex) to Improve Performance within Value-Based Care,” will give a current snapshot of the functionality, benefits and capabilities of CDex, helping providers to share the clinical data they have generated with payers and other industry partners.

At the roundtable, members of the Providence team will share their strategy for using CDex to support payer value-based care arrangements focusing on their initial target to achieve supplemental data exchange.

The good news is, HL7® Fast Healthcare Interoperability Resource (FHIR®) is helping to drive interoperability forward, and Da Vinci is poised to accelerate that data exchange in such a way that it will greatly reduce the burden between providers and payers.
